Official airport taxis, operated by 'Taxi Tirana Airport', are available 24/7 directly outside the arrivals terminal. These are yellow vehicles with the red airport logo. They use a fixed-fare system, with a trip to Tirana's city center costing approximately €20-€25. A price list for all destinations is available at the taxi rank.
Numerous car rental companies have service desks located inside the arrivals hall. Options include major international brands like Hertz, Sixt, Avis, and Europcar, as well as local providers. Pre-booking online is highly recommended, especially during peak tourist season, to ensure availability and better rates. A valid driver's license and a credit card for the deposit are required.
The Rinas Express shuttle bus is the most affordable option for getting to the city center. Operated by LU-NA shpk, the bus runs hourly from early morning until midnight. The bus stop is located outside the arrivals hall, and the journey to Tirana's center (near Skanderbeg Square) takes about 30-40 minutes. A one-way ticket costs 400 ALL. Direct bus services to other major Albanian cities like Durrës and Fier are also available from the airport.

The airport itself is very nice (I was told it was recently rebuilt by a German company and they hold a concession for twenty years to operate it).
All the staff was very friendly. It took the gasoline truck an hour to come to us (yes, they have AvGas 100LL), the ARO was friendly, but a bit clumsy. The main objection is the price: 95 EUR for 600kg MTOW, no PAX.

It looks like TIA may still be the only airport in the whole country with scheduled airline service, though there have been efforts to upgrade Kukës (LAKU) and Gjirokastër to handle scheduled service as well. The Italian government was helping with Gjirokastër at one point.
