Taxis are available on-demand at the Transportation Plazas located across from Terminal 1 and Terminal 2. Follow the signs to the taxi stands. Service is metered and available 24/7.
The Rental Car Center is a separate facility that houses most major rental car companies. Free, dedicated shuttle buses run continuously from the transportation islands at both terminals to transport passengers to and from the center.
The Metropolitan Transit System (MTS) offers the Route 992 'Airport Flyer' bus, which connects the airport to downtown San Diego. It provides access to the Santa Fe Depot for Amtrak and COASTER trains, and the America Plaza station for the San Diego Trolley system. Bus stops are located at the transportation islands of both terminals.
I have been to the San Diego airport several times to drop my mom it is a very crowded airport but still the management here works very fast we didn't have to stand in line for a long time.

Commercially speaking, this can be one busy single-runway airport, near downtown San Diego. This is a well known airport for it's approach to 27, as there is a car parking structure that the aircraft have to clear within about the last 1/4 mile before the threshold. The glideslope seems a bit higher because of this when compared to other airports. It has a cramped feeling as you get to your gate area, compared to the the spacious baggage area. It's not all bad, as they do have a Starbucks at least! ;)
Visited here many times when my son was stationed at the )verY0 nearby MCRD, San Diego. Very crowed airport, runways is too short and approaches cluttered but it is quick and convenient to the downtown and the bay and if you have to go to California this is one of the better places.
