Taxis are readily available at a designated stand located directly outside the terminal building's main doors. The primary licensed operator is Roach's Yellow Taxi. Fares are metered and provide a direct connection to any destination in the city.
Several major car rental agencies have counters conveniently located inside the Air Terminal Building, across from the baggage claim area. Companies include Avis, Budget, Enterprise, Hertz, and National. Booking in advance is highly recommended.
Thunder Bay Transit provides public bus service. Route 14 (Arthur) stops directly outside the terminal. This route connects the airport to the main downtown bus terminal at City Hall, where passengers can transfer to other routes throughout the city. Be sure to check the current schedule for service times.

Is there a pilot training facility at Thunder Bay?
I have stopped there three times. Great, quick, and friendly service at reasonable prices.
I second the comments from @douglasr - the Esso Avitat (Thunder Bay Flight Refueling) has big-airport service without the big-airport fees (compare the Esso Avitat at CYUL or CYOW to see what I'm talking about): no ramp fee, no handling fee, no parking fee.
Ryan, who was on duty, was very friendly and professional: he even booked a hotel for me downtown and arranged for them to pick me up in their shuttle, so that I wouldn't have to pay for a taxi.
