The airport was originally constructed as Naval Air Station Ottumwa during World War II, opening in 1943 as a primary flight training facility. After the war, it transitioned to pre-flight training before the Navy moved operations in 1947. The City of Ottumwa acquired the base by lease in 1947 and gained outright ownership in 1957. The Administration Building from the former Naval Air Station is being restored by a non-profit group to become a Naval air and space museum and was approved for listing on the National Register of Historic Places in 2013. The airport was renamed from Ottumwa Industrial Airport to Ottumwa Regional Airport in 2008.
As of early 2026, car rental services became available at the airport. The airport is currently operational, with an active construction notice.
