Official, authorized taxis are available at a stand located just outside the arrivals hall. This is the most recommended and safest option for getting to the city. It is advisable to agree on the fare with the driver before starting your journey, as taxis are generally not metered.
Several car rental agencies, including international brands like Hertz and Avis, have counters within the airport's arrivals area. Due to fluctuating availability, it is highly recommended to book your vehicle well in advance and confirm your reservation directly with the local office before you travel.
There are no dedicated airport buses or formal public transit services connecting the airport directly to the city center. While local minibuses ('por puestos') may pass on the main road near the airport, they are not recommended for visitors due to safety concerns and a lack of fixed schedules or routes.
It is a great idea and it is very useful to track flights, however it is disrespectful to keep this kind of information if it is not updated. I checked right now the Avior (9V) 1220 Flight departuring from Barcelona, Venezuela and it appears scheduled, and really it is delayed. and the delay is more than one hour.
