KPVG is open to the public and is a significant general aviation airport, ranking among the busiest non-towered airports in Virginia with approximately 250 based aircraft,. It is used for private aviation and extensive helicopter training.

Historically, the airport, originally known as Portsmouth Airport, was conceived in the 1940s with the aid of the GI Bill and was later purchased by Captain Henry Pascale. It was acquired by Virginia Aviation Associates, L.L.C. in 2000, who have since expanded and improved the facilities.
