Taxis are available on Level One (Baggage Claim). Fares are metered and no reservation is required. Ride-sharing services like Uber and Lyft also operate at PBI with designated pickup zones on the outer curb of Level One.
Rental car companies are conveniently located on-site on Level One, adjacent to Baggage Claim. No shuttles are necessary. Major providers include Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National, Sixt, and Thrifty.
Palm Tran, the local bus system, provides service from the airport. The bus stop is on the outer curb of Level One. Route 44 connects to downtown West Palm Beach and the Tri-Rail station. A free shuttle is also available to the West Palm Beach Tri-Rail station for commuter rail access to Miami and Fort Lauderdale.
This is where I learned to fly many years ago. Don't know if I would go back there now. Landing fee and high ramp fees and high fuel to boot.
