The site is an active dual-use airport. Militarily, it is a major KPAAF airbase, housing fighter aircraft such as MiG-21s. Civilian operations consist of infrequent domestic flights by Air Koryo, primarily to and from Pyongyang's Sunan International Airport (FNJ). The airport underwent significant modernization between 2015 and 2018, including a major runway extension and the construction of a new, modern terminal building and supporting infrastructure, underscoring its continued strategic importance.

Orang Airport was originally constructed by the Imperial Japanese Army during the Japanese occupation of Korea. It served as a strategic airbase during the Korean War. Since then, it has been a key installation for the Korean People's Army Air Force (KPAAF). For decades, it has also handled domestic civilian flights for North Korea's national airline, Air Koryo, connecting the major industrial city of Chongjin and the nearby Rason Special Economic Zone to the capital, Pyongyang.
