Economic reasons. The airfield, officially a 'farm road landing strip' (農道離着陸場), was built to facilitate the rapid transport of agricultural goods. However, this intended use never reached expected levels, leading to very low overall traffic. The high maintenance costs became unsustainable for the prefecture given the minimal usage, prompting its closure as an aviation facility.
The site was immediately repurposed after its closure. Since April 1, 2015, it has been the home of the Saga Prefecture Disaster Prevention Aviation Center (佐賀県防災航空センター). The former runway and facilities are now used as a base for the prefecture's disaster relief helicopter, 'Kasasagi' (a Kawasaki BK117). The center conducts training and operations for firefighting, search and rescue, and emergency medical response. The runway remains physically intact but is marked with large 'X's, indicating it is permanently closed to general air traffic.
Ogi Airfield, officially known as 'Saga Fureai Farm Road' (佐賀ふれあい農道), was not a major historical airport but an example of a specific Japanese infrastructure project from the late 1980s and early 1990s. It opened in March 1993 with an 800m x 25m paved runway. It was intended to support the local agricultural economy. In practice, its primary operations consisted of agricultural aviation (crop dusting), flight training for light aircraft, and recreational flying by private pilots and clubs, rather than the large-scale transport of produce.
There are no known plans or prospects for reopening Ogi Airfield for public or private aviation. Its current function as a critical emergency and disaster response center for Saga Prefecture is considered a permanent and more valuable use of the infrastructure, making a reversion to its former role highly unlikely.
