Reply to @rotrhd1: now there a fence a the airport is very clean and even now the airport is under construction to meet the growing demand
The runway is asphalt but it is very rough with groves. There isn't a fence around the aerodrome and people, especially children, frequently cross the runway and run toward the aircraft wanting either a ride or some money. A fairly nice and clean hotel is across the street from the apron and serves a great buffet meal for a very reasonable price. Butare itself looks like a very clean and interesting town site with a visible Catholic Church influence.
