The primary reason for closure was the introduction of new, significantly stricter safety regulations by the UAE's General Civil Aviation Authority (GCAA). Around 2014-2015, the GCAA implemented updated standards for helipads concerning fire suppression systems, obstacle limitation surfaces, structural integrity, and emergency procedures. A large number of existing helipads, particularly those on rooftops like Al Muzoon, were built before these rules were enacted and were not compliant. The cost and complexity of upgrading the facility to meet these new standards led to its decommissioning and removal from the list of certified active helipads.
The physical helipad structure and markings remain on the roof of the ADIA Tower in Abu Dhabi, visible in satellite imagery. However, it is officially closed, inactive, and no longer certified for any aviation operations. The site is simply the inaccessible rooftop of a high-security, active office building. The building itself continues to function as the headquarters for the Abu Dhabi Investment Authority.
Al Muzoon Central Helipad was a private, rooftop helipad located atop the Al Muzoon Building, which is more commonly known as the ADIA Tower, the headquarters of the Abu Dhabi Investment Authority (ADIA). Its purpose was to facilitate executive and VIP transport, offering rapid and secure point-to-point travel for high-level personnel of one of the world's largest sovereign wealth funds. It was not a public facility and handled a very low volume of specialized, corporate helicopter flights. Its existence signified the importance and logistical needs of the organization it served.
There are no known public plans or prospects for reopening the Al Muzoon Central Helipad. Re-certification would require a substantial and costly retrofitting project to comply with current GCAA regulations. Given that the owner has not undertaken this for nearly a decade, and considering the efficiency of executive ground transport in Abu Dhabi, it is highly unlikely that the helipad will be reactivated in the foreseeable future.
