Approximately between 2016 and 2018. The helistop was active until at least late 2015. Satellite imagery from 2018 and later shows the helipad markings have been permanently removed during site renovations.
The helistop was located at the Inland Regional Center, the site of the December 2, 2015 terrorist attack. In the aftermath of the tragedy, the center underwent extensive renovations, security upgrades, and operational changes. The decommissioning of the helistop was part of this larger campus overhaul, with the area being repurposed for vehicle parking.
The site of the former helistop is now a standard paved parking lot for the Inland Regional Center. There is no remaining trace of the helipad markings or any aviation-related infrastructure.
The 'R.I.' in the name stood for 'Regional Inland' and 'G/L' for 'Ground Level'. This was a private ground-level helistop serving the Inland Regional Center, a major non-profit organization that provides services to people with developmental disabilities. Its primary purpose was likely for medical emergency (MEDEVAC) transport for the thousands of clients and staff associated with the center. It consisted of a simple marked 'H' on the pavement in one of the facility's parking lots.
There are no known plans or public prospects for reopening the helistop. Given the enhanced security protocols at the Inland Regional Center and the availability of advanced medical facilities with dedicated helipads nearby (such as Loma Linda University Medical Center), a reopening is considered highly unlikely.
