Economic reasons. The heliport was closed after its owner and sole operator, the Illinois State Toll Highway Authority, decided to eliminate its aviation program and sell its fleet of two helicopters as a cost-cutting measure to address budget deficits.
The physical helipad, a distinct circular paved area, still exists on the southern side of the Illinois Tollway headquarters building at 2700 Ogden Avenue, Downers Grove. However, it is no longer certified or maintained as an active aviation facility. The site is simply part of the grounds of the administrative complex and is not used for landings or takeoffs.
The Tollway Heliport, which also used the FAA identifier 0LL7, was a private-use facility located at the headquarters of the Illinois State Toll Highway Authority. Its primary function was to support the authority's helicopter operations. The helicopters based here were used for critical tasks such as:
- Aerial traffic surveillance and monitoring across the extensive Chicago-area tollway system.
- Inspection of roadways, bridges, and other infrastructure, allowing for rapid assessment of conditions.
- Emergency response coordination following major accidents or incidents.
- Transporting tollway officials and engineers to various locations along the toll road network.
The heliport was an integral part of the Tollway's operational and administrative infrastructure before the helicopter program was disbanded.
There are no known plans or prospects for reopening the Tollway Heliport. The Illinois Tollway Authority has not indicated any intention to re-establish its own helicopter program, instead relying on ground-based patrols, an extensive network of traffic cameras, and aerial support from other agencies like the Illinois State Police when necessary. Reopening is considered highly unlikely.
